Job Description:
Summary of Key Functions
Conduct surveys and assessment in the communities to identify eligible communities for establishment of Community Based Education and Lower Secondary Community Based Education (CBE/LSCBE) and Early Child Education (ECE) classes and School Management Committees (SMCs).
Create durable relations with community and SMC through regular meetings and informal discussion for identifying and addressing education needs and issues.
Assist the community members in establishing School Management Committee (SMC) to monitor and support the education interventions in the community.
Build SMCs’ capacity through regular training, coaching, mentoring and regular on the job counselling.
Collect community mobilization and training data and assists Project M&R Officer in data analysis and interpretation and report development.
Conduct and facilitate social analysis and action (SAAs), women peace and security (WPS) and inclusive education related trainings and activities at field level and prepare the report.
Facilitate Village Saving Loan Association (VSLAs) related activities at field level and build community people awareness and liaise the current VSLAs with other active same structures to boost their skills and knowledge.
Key relations
Report to the Project/Field Supervisor.
Collaborate with Project M&R Officer, Community Mobilizer, Technical Advisor and other project staff as well as staff from other projects.
Ensure coordination of project activities MoE hub school, DED and PED staff.
Contribute to all new initiatives and data collection for education and gathering relevant data and information.
Ensure registration and integration of CBE students and teachers to the MoE formal system according to the MoE CBE guideline.
Duty Location
Parwan, Kapisa, Paktya and Khost provinces.
Key Results Expected
The Community Mobilizer works directly with communities and Provincial and District Education Departments of Ministry of Education (MoE) for establishment of CBE classes and project implementation.
Community engagement and advocacy
Mobilize the target communities, so that they could understand project intervention criteria, procedures and policy and to inspire them to actively play their role in the promotion of education interventions.
Inspire the sense of contribution, participation and self-reliance in the target communities.
Mobilize and facilitate active participation and partnership of the community people, elders, religious leader and SMCs to participate in planning, monitoring, implementation and evaluation of education intervention and advocacy efforts.
Capacity Building of SMC members to support education interventions:
Build SMC, SAA, WPS, kitchen garden and VSLA member’s capacity through trainings, support and regular coaching and mentoring.
Develop training aid materials and conduct evaluation of training sessions.
Undertake regular visits to the established SMC, kitchen gardening, SAA and WPS structures and hold meetings and consultations with them on implementation of planned activities.
Assist Education Technical Advisors in developing training manuals and implementation.
Build SMC member’s awareness on students, teachers and school’s protections and safety through specific sessions, gatherings and meetings.
Support SMC members with distribution of student’s and school’s materials, according to project material distribution plan.
Regular mentoring and coaching of community people towards peace education, conflict resolution and empower them to become active member of their society.
Encourage other community people and invite them in demonstration day of the kitchen gardening to learn and replicate the cultivation of vegetable for their family feeding.
Data Collection:
Collect and compiles community mobilization related activities proper data.
Assist Project M&R Officer in project operation data analysis, interpretation, quantitative and narrative reports’ development.
Prepare community mobilization, monitoring, counseling, training, and observation reports and submit to the Field/project Supervisor.
Disseminate relevant information to community, SMC and project team.
Other relevant duties and tasks:
Assist Project/Field supervisor in setting project and individual Goal setting.
Assist Project/Field Supervisor in developing project implementation and action plans, operation budget, and report
Make sure implementation of child protection, child safeguarding and conducive learning environment is in place with zero tolerance of gender bias, harassment, exploitation and abuse.
Make sure teacher and SMC member are well aware about child protection related rights and fully committed to consider during lifetime of project.
Ensure community feedback mechanism and accountability is in place in terms of transparent implementation of policies and procedures at community level.
Ensure effective implementation of COVID-19 and other communicable diseases instruction and guidance of WHO and MoPH is in place and considering at community and class level.

Skills and Experience:
Facilitation skills, community mobilization, motivation, kitchen gardening and green house skills, good communication skills in national languages and fair level of written and spoken English (optional).
Education:
University graduate BSc (16th grade graduates) in community development, Agriculture and social Science.
Work Experience:
At least four years working experience in community development, training, community mobilization/self-reliance/self-help sectors, preferably with an international organization.
Languages Skills:
Fluency in written and spoken Dari and Pashto languages.
